The Land of the Free, but no Free Flights?

A news article by Bangkok Post with the title 'Thailand offers free domestic flights for 200,000 foreign arrivals" seems to have crash landed (pun intended) so whats really happened?

In August 2025 the Tourism and Sports Ministry of Thailand led by (Sorawong Thienthong) proposed a budget of 700 million THB to launch a scheme offering free domestic flights to foreign tourists in the hope it would expand tourism to secondary cities across Thailand. It was thought the plan would be active between September and November 2025.

Using a scheme like this was estimated to bring in around 8.8 billion BHT but it seems to have stalled in midair. (can't help myself with these puns) Why?

What's the Hold Up?

So far, there's been radio silence since the August announcement. The proposal which was supposed to be reviews by the Thai Cabinet, hasn't made it past the discussion stage. However Tourism and Sports Ministry were confident that the plan would "Boos arrivals in low season" the plan literally never taken off (pun game 12/10)

There's beliefs that with the 700 million baht price tag which is funded under the fiscal year tourism stimulus might have been applied too late meaning it's waiting to be pushed into the 2026 fiscal plan instead but let's talk about the logistics of the idea: six airlines were listed as partners, think about aligning the booking system, verifying eligible passengers, handling reimbursements per ticker... Without a clear system in place it's probably for the best it's been holding short of the runway. (see what I did there too? 'holding short' so good.)

What Could The Government Use the 700 Million BHT on Instead?

I feel the idea in principle, is a good one but I also feel like there's many stones unturned. The 700 million potentially is money better spent elsewhere: Many of these secondary cities need better infrastructure, better signage, ferry access and so forth. They could use the money to help promote tourism in ways of advertising the festivals, supporting community run events that the locals benefit from rather than the airline.
